KoreaAI reports full of '**' rated 'excellent' — only 14 of 3,160 Korean civil-servant training reports flagged for AI plagiarism

Korea's Ministry of Personnel Management reviewed all 3,160 domestic and overseas training reports filed by civil servants, but only 14 (0.44%) were ruled AI plagiarism and had training costs clawed back. Records obtained by the Kyunghyang Shinmun through lawmaker Yoon Kun-young's office show one central-ministry official's overseas report was littered with the double asterisks (**) AI uses for bold text, with "chatgpt.com" left in two reference URLs — yet that official was not among those penalized. Four of the clawed-back overseas reports had been rated 'excellent' and one 'outstanding' by their ministries. The 14 officials owe about 167 million won in total. In March, SBS reported traces of AI use in 82 of 481 overseas training reports.
