KoreaKorea passes three AI and data bills that pool public training data and shorten tech trials

On October 1 the National Assembly passed amendments to the AI Basic Act, the Data Industry Act and the R&D Special Zones Act. The AI Basic Act amendment requires AI training data built with national or local government funding to be linked to or provided through the government's integrated training-data system. From 2017 to 2025 the government spent 1.63 trillion won to open 903 datasets through AI Hub.

The Data Industry Act amendment creates a legal basis for a national platform that standardizes and links location information across about 200 data platforms without moving the underlying data. The R&D Special Zones amendment cuts the approval process for new-technology trial exemptions from 90 to 150 days to 30 to 60. Analysts expect more data-standardization and governance work for IT service firms such as Samsung SDS, LG CNS and KT.
